After beating the game, save it, and load your saved game. Then goto the "Character Select" scren and choose the character you beat the game with. Hit select and choose arms for the new weapons/outfits.

Do the following. Successfully complete and save the game, then load the game and select the same character you used to win. Press Select at the character screen and choose ARMS Gives you access to new outfits and weapons; finish with the same character again for more extras.
