Try the following
Run through all the zombies and try not to get bitten. Go to the police station and pick up the most ammo you can find then go outside, go down the steps and there will be an unusual zombie that is there. It will take 20 to 30 shots to kill him.
When you kill him he will have a special key that key will open the locker in the dark room near the steps to the second floor.
