Open the Vcop2.ini, located somewhere in your Virtua Squad 2 directory.
Find the section labeled [GameSetting] and add the line Extra=2 to allow access to the special cheat section built into the Mode menu.

Unlimited Continues

 Updated 25 May
For unlimited continues in "Free Play" mode, edit the file Vcop2.ini and replace Continue=X with Continue=10.
